This would be a good start!

That would be a terrible start. Dr. Atkinson has proven abilities. She also has non-inflation-adjusted QBE funding reduced further by austerity cuts and inadequate book prices. If we raise our funding to quality levels, say $15,000/student, then Dr. Atkinson can get the job done. With $7,000/student, none of us could get DCSD off probation.
