Two license plates are needed again

Do others agree that there is a need for two license plates on a vehicle? When I see a suspicious car you cannot get the license plate as it is no longer on the front of the car. When someone backs up in a driveway a neighbor cannot see the license plate as it is not there. I heard  that some states are reintroducing two plates again. It  certainly would help crime-busting by concerned citizens. I would think it would be an aid to police as well. Residential neighborhoods don't have the surveillance cameras everywhere else does and that is where crimes are being committed.  I think this should be brought before our legislators. Anyone agree?
