The Decatur state senator's bill is yet another placeholder bill for another municipality in unincorporated DeKalb County.
Decatur state Sen. Jason Carter filed a bill in the legislature Thursday that would set up a proposed City of Lavista Hills. The 45-page "placeholder" bill lays out the city's structure in detail except for its boundaries. (A small part of the proposed city would need to be part of Carter's district, however.) Much of the bill seems to mirror another "placeholder" cityhood bill filed by Dunwoody state Sen. Fran Millar on behalf of the Lakeside City Alliance last month. It is not clear how Carter's bill would conflict or coordinate with other cityhood bills in the area, including one from Decatur state Rep. Mary Margaret Oliver. More to come. The state senator representing Decatur and North Druid Hills said politicians are manipulating the system to change the state constitution.
State Sen. Jason Carter says he opposes the charter school amendment on the Nov. 6 ballot, but not because he's against charter schools. Carter, the state senator representing Decatur and North Druid Hills, complains in the Atlanta Journal-Constitution's "Get Schooled" blog that politicians are using ballot questions to subvert the process of changing the state constitution. He says, This manipulation demonstrates that our constitutional amendment process is broken because it allows politicians to put whatever they want on the ballot—with no oversight to prevent abuse. State Sen. Jason Carter (D-Atlanta) will host a discussion Wednesday, Sept. 19, on education in the state of Georgia. Topics will range from the future of charter schools, early childhood funding, K-12 funding and higher education. The town hall meeting will be held at Druid Hills Presbyterian Church, 1026 Ponce de Leon Ave. The event starts at 6 p.m. and is open to the public.

The Georgia state senator traveled to Egypt with his grandfather, former President Jimmy Carter.
State Sen. Jason Carter (D-District 42) is getting involved with politics outside Georgia. He traveled to Egypt recently with his grandfather, former President Jimmy Carter, to observe the presidential election. He talked about what happened with CNN. Jimmy Carter also called the last 30 years the most gratifying of his life.

State Senator Jason Carter (D-Atlanta) will face-off for the District 42 seat against retired teacher Kenneth Brett Quarterman in the general election this November. District 42 includes many neighborhoods from Buford Highway to Dekalb Avenue including North Druid Hills, Morningside, Druid Hills, East Lake, Kirkwood and Edgewood. Carter, 36, won a special election in May 2010 for the District 42 seat. He replaced former Sen. David Adelman, who was appointed ambassador to Singapore. Carter won the general election later that year to secure a two-year term. Quarterman, 71, ran for the House District 85 seat in 2010 unsuccessfully. The former teacher is running on the Republican ticket. The general election is set for Nov. 6.
