ReplyBTW: if I remember correctly, a group put together a proposal and entered a bill for the creation of a city called "Ashford". By the time it got out of the legislature it was named Brookhaven and had different territory.
The actual process in the legislature doesn't depend on the group submitting the bill or on the geography of the proposal. The actual design and name is decided in the legislature. The fact that the LCA group had a Republican legislator enter a bill, and did their CVI study is just the beginning of the story, not the end.

You may actually not need any "adjudication". At some point if Tucker gets serious, they simply will win that argument. Even though they're not in a Republican legislative district, they have history and common sense on their side; my bet is on them.
My bet also would be that if they don't win they'll elect their own Republican legislator.
And this CVI fixation seems like a way to provide additional funding to UGA.

There are really three mental considerations in the cityhood issue.
First is whether it makes sense to create a city. That's a factor of whether you think the county is a great example of effective and responsive management (or your level of delusion).
Second is the geography of what makes sense as a city. For example if you feel that everything in central DeKalb south of Shallowford Road is heavily impacted and related to CDC and Emory, you might prefer to have a city including all of that area. Or if you believe that Tucker is a real place, you might want to build a city around it.
Thirdly is the question of how you will run the city once it's created. (A classic structure like Atlanta, Decatur or Chamblee or a new structure like Sandy Springs, Dunwoody or Johns Creek.
Yes they're related; but they're not the same question. And Fran Millar doesn't seem to be the answer to any of the questions.

You do realize that there was no Brookhaven police dept in 2012? The chief was selected earlier this year, and has started hiring and training. The reference you are reading relates to the DeKalb police department.

Isn't it remarkable that anything done by DeKalb County seems to be (what's the politically correct term for "half-assed?). And all problems at DeKalb are the fault of "not having enough money". People who keep saying that there's no problem seem to be in an isolation bubble.But back to your point. It is clearly possible to do forecasts of activity over time, even if DeKalb County is involved. It's not a game of precision; it's an estimate of probability based on historical patterns. It's fairly straightforward to estimate tax collections in the short term (a few years). All businesses do that continuously. And if they're publicly held they can be sued if they make dramatic errors. I understand that if something relates to DeKalb County they can't forecast how many fingers they'll have tomorrow.
